It depends on two things: how many letters you have, and how many of them are vowels. A balanced mix of vowels and consonants unlocks far more words than a vowel-starved rack. As a rough guide, a typical 7-letter rack yields dozens of playable words across all lengths, while adding common letters like S, E, R and A dramatically increases your options (an S alone opens up plurals of almost everything). No. You can type letters in any order — SRTAE and TARES both find the same results: STARE, TEARS, RATES, ASTER, TARES.
